October 14 meeting to dissolve LOC; results of September 9 meeting
October 7, 2011The LOC Board met on September 9, 2011, and passed an amended resolution to transition the LOC from a 501(c)(3) organization to an entity with one of the local governments acting as a fiscal agent.  Draft minutes (not yet approved) of this meeting document the Board’s intentions and the discussions around the action.  The meeting was well attended by LOC members and their alternates and many members of the public and press.
Two Board members have called another special meeting for October 14, 2011, 3:00 p.m., at the Roane Alliance Building in Kingston (directions below). The agenda has three items of business:
- Resolution to dissolve the Oak Ridge Reservation Local Oversight Committee, to appoint a legal representative to prepare such documents as are necessary, and to appoint a fiscal agent.
- Interlocal Agreement
- Other transition issues
This meeting is open to the public. It will be held in the downstairs conference room.

Directions to Roane Alliance, 1209 N. Kentucky St, Kingston:
If you come on I-40, take the Kingston exit. At the foot of the ramp on Kentucky, turn AWAY from downtown Kingston. Roane Alliance is in the first building on the left. There is a sign which says Chamber of Commerce and Visitor Center as well as Roane Alliance. It’s a brick building, looks like one story from the front but there is a lower level as the property drops away to the lake. Our meeting is downstairs and there is parking down there, accessed by a drive on the left side of the building.
If you come on 58, stay on 58 (which should also be Kentucky) through the downtown portion of Kingston. Go under the I-40 overpass. Roane Alliance is in the first building on the left. See description above.

The Mayors/Executives are going forward with disregard for input they’ve received. They pass incomplete resolutions filled in by the prevailing side after the meeting. Equivalent opportunities for interested citizens to engage the Department of Energy and its regulators to the extent needed are not available through the DOE Site Specific Advisory Board or environmental boards of individual jurisdictions. The Mayors/Executives’ lack of engagement and guidance to the LOC staff leading up to and during an uncertain transition period is deplorable.
