			<content:encoded><![CDATA[<p>There will be a special meeting of the Oak Ridge Reservation Local Oversight Committee (LOC) Board of Directors to elect new officers and to vote on dissolving the LOC.  The meeting will be held at 1  p.m. Monday, January 9, at the Oak Ridge  Civic Center in AB Room.</p>

			<content:encoded><![CDATA[<p>The LOC Board held a special meeting on October 14 to consider <a title="Agenda of LOC Oct 14, 2011, meeting" href="http://local-oversight.org/wp-content/uploads/2011/12/Notice-of-LOC-Special-Called-Meeting-10-14-11.pdf">an agenda</a> to dissolve the LOC and take steps towards establishment of an interlocal agreement.  The portion of the resolution to dissolve the LOC was tabled for 45 days, but the remainder of the <a title="Resolution to dissolve LOC and form interlocal agreement" href="http://local-oversight.org/wp-content/uploads/2011/12/LOC-Resolution-Oct-14-2011.doc">resolution</a>&#8211;approval of the text of an interlocal agreement, identifying an attorney, and designating Roane County as the fiscal agent&#8211;was passed with minor modifications.  The <a title="Draft minutes of the Oct 14 LOC meeting" href="http://local-oversight.org/wp-content/uploads/2011/12/LOC-meeting-minutes-Oct-14-2011-draft.doc">draft minutes</a> of this meeting give more details (note: although these minutes have not been formally approved by the LOC, they were reviewed by the Board and corrections incorporated).</p>
<p>The <a title="Interlocal agreement to replace LOC" href="http://local-oversight.org/wp-content/uploads/2011/12/Corrected-INTERLOCAL-AGREEMENT-Oct-2011-revised.pdf">Tennessee Oversight Interlocal Agreement</a> has been adopted by the Oak Ridge City Council,  Anderson County Commission, and one other jurisdiction.  Roane County Commission  placed a 60-day hold on further consideration of this agreement in order to get recommendations from the Roane County Environmental Review Board and other interested parties.</p>
<p>In order to deal with business that has accumulated since the last regular meeting of the LOC Board (July 27), LOC Chair Ellen Smith asked me to schedule a regular Board meeting.  I determined that December 7 was the best pre-holiday meeting date, with a later start time to accommodate the Mayors/Executives who were participating in a 1:00 p.m. meeting in Knoxville.  However, the Mayors and Executives have responded that they do not want to meet prior to formation of the new organization.  This was clarified in a <a title="Dec 2 letter to LOC Board &amp; Alternates" href="http://local-oversight.org/wp-content/uploads/2011/12/LOC-Meeting-Request-for-December-7th-1.pdf">letter to the Board and Alternates</a> by Oak Ridge Mayor Tom Beehan.  In addition, this letter sets a meeting date for an &#8220;Advisory Council&#8221; (assumed to be the new organization of Mayors and Executives) for December 19 and terminates the participation of Ellen Smith, Mayor Beehan&#8217;s alternate, on the LOC Board.  Henceforth, Mayor Beehan is Chair of the LOC Board.</p>
<p>As public meetings regarding the LOC are scheduled, I will post notices at the LOC website.</p>
<p>In the meantime, the Citizens&#8217; Advisory Panel will meet as scheduled on Tuesday, December 13, in the Wildcat Den at 5:15.  The primary order of business will be a discussion of how the CAP can continue without LOC affiliation and financial support.   This meeting is open to the public, and anyone interested in joining a reformulated CAP is invited to attend.</p>

			<content:encoded><![CDATA[<p>The LOC Board met on September  9, 2011, and passed an <a href="http://local-oversight.org/wp-content/uploads/2011/10/090911-Beehan-RESOLUTION-amended.doc">amended resolution</a> to transition the LOC from a 501(c)(3) organization to an entity with one of the local governments acting as a fiscal agent.   <a title="Draft Sept 9 meeting minutes" href="http://local-oversight.org/wp-content/uploads/2011/10/LOC-Meeting-minutes-Sept-9-2011-draft.doc">Draft minutes</a> (not yet approved) of this meeting document the Board’s intentions and the discussions around the action.  The meeting was well attended by LOC members and their alternates and many members of the public and press.</p>
<p>Two Board members have called another <a title="Notice of LOC Special Called Meeting for Oct. 14, 2011" href="http://local-oversight.org/wp-content/uploads/2011/10/Notice-of-LOC-Special-Called-Meeting-10-14-11.pdf">special meeting</a> for October 14, 2011, 3:00 p.m., at the Roane  Alliance Building in Kingston (directions below).  The agenda has three items of business:</p>

<p>If you come on I-40, take the Kingston exit.  At the foot of the ramp on Kentucky, turn <em>AWAY</em> from downtown Kingston.  Roane Alliance is in the first building on the left.  There is a sign which says Chamber of Commerce and Visitor  Center as well as Roane Alliance.  It&#8217;s a brick building, looks like one story from the front but there is a lower level as the property drops away to the lake.  Our meeting is downstairs and there is parking down there, accessed by a drive on the left side of the building.</p>

			<content:encoded><![CDATA[<p>When the Local Oversight Committee was formed in 1991, the first board members&#8211;County Executives of Anderson, Roane, Meigs, and Rhea counties and the Mayor of the City of Oak Ridge&#8211;were appointed by then-Governor Ned McWherter.  Since then, the LOC has expanded to represent Knox, Loudon, and Morgan counties and has added representatives from Oak Ridge Environmental Quality Advisory Board, Roane County Environmental Review Board, and LOC&#8217;s Citizens&#8217; Advisory Panel (formed in 1994).</p>
<p>The LOC welcomes the new County Mayors and County Executives elected in August 2010 who will serve on the LOC Board.  In the tradition of the original board, they are &#8220;Appointed by the Governor&#8221; to this position.</p>
<p>Our new Board members will be:</p>
